Gustavo De Arístegui on Spain’s New Position – Overcoming a Diplomatic and Political Crisis5/29/2022 Gustavo de Arístegui is a Spanish politician, diplomat and an international analyst. He comes from a long-standing diplomatic background, his father and grandfather were both senior diplomats posted as ambassadors in Latin America, Europe and the Middle East. Gustavo de Arístegui was elected to Parliament from the Basque region for three terms and served as Shadow Foreign Minister from 2008–2012. He is currently a member of the Board of the European Council of Foreign Relations and has authored four books on Arab politics and Islam.
Gustavo de Arístegui also expressed hopes that the new parameters that now guide the Spanish position should also “inspire” the whole world and lead to “a reconciliation between Algeria and Morocco. A reconciliation that may require time, but that is what we all want,” he said, commenting the recent message addressed to HM King Mohammed VI by the President of the Spanish government, Pedro Sanchez, in which he confirms his support for the autonomy plan in the Moroccan Sahara. These new parameters, he added, “lead us to another thinking…. On the question of the representation of the polisario in relation to the Saharawis. Dicho esto, el pensar que esa manifestación de gente contraria a la guerra en Ucrania, a la invasión de un país soberano, es mayoritaria en la sociedad rusa, es francamente una quimera, y me parece muy irresponsable insistir en ese tema. Hay que entender la mentalidad de los rusos, los rusos son profundamente nacionalistas, y se sienten gravemente humillados cuando hace implosión la unión soviética, y como es conocido, y es una cuestión pública. La mayor tragedia para Rusia fue la implosión de la unión soviética, y eso está grabado a sangre y fuego en la cabeza de alguien que conoce como nadie la confrontación este-oeste. Recordemos que, durante muchos años, Vladimir Putin fue el jefe de Estación del KGB en Berlín, y que era el hombre fuerte que daba las instrucciones a la Stasi, era quien conocía perfectamente la confrontación en el punto más caliente del planeta, de la confrontación este-oeste, que era justamente Berlín, y eso está en la cabeza de Putin, y esto está guiando todos sus acciones y sus estrategias. En este momento, Putin lleva maquinando estas cuestiones desde el año 99, en su cabeza era muy claro que no podía tolerarse ningún tipo de régimen que no fuera puramente prorruso en las fronteras de Rusia, y, por eso, él estabilizó Georgia en el año 2008. Empezó a decir que Georgia iba a integrarse en la Unión Europea y en la OTAN, y empezó a poner banderas de la OTAN y de la Unión Europea por todas partes, en Tiflis, y en todas partes. En Georgia hubo una guerra relámpago, Rusia se quedó con Abjasia y con Osetia del sur, las declaró independientes. Hoy son republicas rusas. Lo mismo hizo con Crimea, no pasó absolutamente nada. Tiene rusia milicianos en el Donbás que no es que sean milicianos rusos o de etnia rusa ucranianos que tomaron las armas, son soldados rusos sin uniforme. Esa es la realidad de las cosas. Putin ha amasado 190.000 hombres, no 10.000. 190.000 hombres en el entorno a Ucrania para poder hacer el ataque coordinado que acaba de hacer por norte, este y sur. Está desplegando en Kiev comandos chechenos que están buscando al presidente Zelenski y hay que entender otra cosa, para los rusos y sobre todo para Putin, la revolución de Maidán, de la plaza de Maidán fue un golpe de Estado antirruso. El presidente Yanukovich, que acababa de ser elegido fue derrocado por las masas en la plaza de Maidán, y en la mentalidad de todos los rusos, pero sobre todo en la de Putin, eso fue una maquinación de Occidente y de Estados Unidos en concreto, de la OTAN en su conjunto para tener en Ucrania un elemento para controlar y desestabilizar permanentemente a Rusia. Por lo tanto, en la mentalidad distorsionada porque yo creo que en gran medida es verdad lo que dicen algunos analistas que conocen bien Rusia, Putin ha perdido contacto con la realidad. Él considera que lo que está haciendo es de verdad un acto de defensa propia para garantizar la supervivencia y estabilidad de Rusia en el futuro. Por otra parte, el único país del mundo que ha derrotado a la Unión Soviética en una guerra convencional es Finlandia, y que es por eso por lo que fue neutralizada porque Finlandia quería formar parte de Occidente y fue una exigencia de la Unión Soviética en la segunda posguerra mundial, que Finlandia no fuese miembro de la Alianza Atlántica y que estuviese en consecuencia neutralizado. En este momento, Finlandia que se ha acostumbrado a estar en el lado neutral desde el año 45 hasta nuestros días. Podría muy bien empezar a pensarse los beneficios de estar cubiertos por el artículo 5 del Tratado del Atlántico Norte. Después está, por supuesto, las consecuencias económicas. Hay consecuencias graves. Rusia es uno de los primeros productores mundiales de aluminio. Rusia es uno de los primeros productores mundiales de fosfato. Rusia es uno de los primeros productores mundiales de titanio. Todos estos elementos son fundamentales para la seguridad alimenticia, sobre todo para la industria moderna, y esto significa que otros países que tienen estos recursos van a ganar enormemente en la escena internacional. Por ejemplo, Noruega que tiene unas reservas extraordinarias de titanio, de vanadio, e incluso de fosfatos que acaban de ser descubiertos, o la propia Marruecos que es el primer productor mundial de fosfatos, va también a tomar una relevancia importante para sustituir los fosfatos rusos. Es decir, estamos empezando a entrar en una guerra extraordinariamente compleja en la que se unen tres elementos, o tres pilares fundamentales. El geoeconómico que acabo de descubrir, el geoestratégico que está en pleno desarrollo en este momento, y el geopolítico, que es el de más amplio espectro, que es el que va a definir cómo vamos a tener el mundo en las próximas décadas. Lo que parece claro y no quiere parecer demasiado solemne, es que el orden de seguridad estrategia y equilibrio que surge de la segunda guerra mundial ha quedado completamente destruido. Lo que va a pasar, pase lo que pase en la guerra de Ucrania, gane o no gane a largo o corto plazo Rusia, yo creo que es evidente que va a ganar porque está a minutos de poder derrocar el Gobierno ucraniano y poner en su lugar un Gobierno títere, que es lo que quería. El equilibrio de fuerzas geopolíticas en el mundo ha cambiado para siempre, y eso lo tenemos que entender muy claramente. Ahora, es muy importante que también entendamos las rivalidades que existen entre China y Rusia. Tienen algunas cuestiones comunes, por ejemplo, tiene rivales y adversarios comunes. En este momento para Rusia, enemigo es Occidente. China en ese sentido va a convertirse en el salvavidas económico de la Rusia sancionada, pero al mismo tiempo, son rivales en muchas otras cosas. China y Rusia han sido enemigos jurados en muchos lugares del mundo, y me gustaría nombrar, uno, como a título de ejemplo, del sudeste asiático en la guerra de Vietnam, en Laos, en Birmania, en todo el sudeste asiático. Esto nos lleva a una cuarta reflexión, la cuarta reflexión es el cambio de los modelos políticos que conocemos, es decir, hay un cierto declive del modelo de democracias liberales representativas. Hay un surgimiento de un nuevo tipo de régimen al que la China comunista no es ajena, que es lo que podíamos denominar el populismo de hombre fuerte. En el pasado, las dictaduras estaban en una inmersa mayoría inspiradas por ideologías. La dictadura comunista estalinista, la dictadura comunista monstruosa nazi y la monstruosa fascista, etc. La ideología más un personalismo, Mussolini, Hitler, Stalin, hacían de ellos personajes especialmente peligrosos. Hoy estamos en una fase completamente distinta. El populismo de hombre fuerte hace que el hombre fuerte, el dictador genere una propia ideología, y esto es muy importante que lo entendamos. Utiliza la ideología en diferentes grados, son siempre el mismo caso, es evidente que, en China, la fuerza del Partido Comunista es extraordinaria, pero que Xi Jinping es un comunista, nadie lo duda, sin embargo, es un dirigente comunista o si quiere uno llamarlo dictador o lo que una quiera llamarlo. Es obvio, que es de un tipo distinto de lo que fue Mao Zedong, o de lo que fueron sus sucesores. Este populismo de hombre fuerte está empezando a contagiar en diferentes partes del mundo. Lo estamos viendo en Turquía que es un país de la OTAN, lo estamos viendo surgir en algunos países de Europa como el caso de Hungría, y este sistema va a extender a cada vez más países porque la población, con estas incertidumbres económicas, las pandemias, las guerras, en definitiva, las crisis profundas en todos los ámbitos que se están empezando a arraigar y a reunificar van a buscar en el hombre fuerte populista la certeza y seguridad que no consiguen con las democracias. Ha contestado a todas las preguntas que tenía previstas, siga. La cuestión turca es muy interesante. Duramente muchísimos años, durante la Guerra Fría, los españoles no nos dábamos cuenta de una cosa porque estábamos un poco lejos, pero cuando uno recorre en barco el estrecho del Bósforo, uno se da cuenta de la extraordinaria importancia de Turquía en la seguridad mundial. Tengamos en cuenta que mientras que Rusia dominaba los Estados bálticos tenía una salida directa al mar Báltico a través de estos Estados bálticos, sabiendo obviamente que el mar Báltico y el mar del Norte, y en consecuencia la salida por Escocia por el norte o la salida por el canal de la Mancha, estaban profundamente, intensamente controladas por las fuerzas de la OTAN, de la misma manera que el puerto de Múrmansk permanecía congelado la mayoría los meses del año, la única salida natural, más fácil, pero siempre controlada, era a través del estrecho del Bósforo, es decir a través de Turquía que era un miembro de la OTAN, y que, por tanto, cada barco ruso que atravesaba el estrecho del Bósforo, estaba controlado por Occidente, pero cuando el cambio climático acabe haciendo del puerto de Múrmansk y todos los puertos siberianos, unos puertos que sean practicables todo el año, la hegemonía naval rusa puede acabar siendo una realidad o, por lo menos, la rivalidad con Estados Unidos puede acabar siendo una realidad. De hecho, una de las cosas que está reprochando al régimen anterior de la Unión Soviética es justamente, que fueron los bolcheviques los que en su opinión crearon a Ucrania como una creación artificial, puesto que, como él está diciendo, son el mismo pueblo aunque hablen un idioma distinto, que ellos consideran un dialecto del ruso, y que la alma rusa nace en Ucrania, que nace en Kiev, que la iglesia ortodoxa rusa tiene razón en Kiev, y que para los rusos historiadores lo que es un ruso étnico es una mezcla de los escandinavos con los eslavos ucranianos, y esto lo tienen grabado a sangre y fuego, y será muy complicado que entendamos hasta qué punto está arraigado en la mayoría del pueblo ruso, que lo está ocurriendo en Ucrania desde el año 2014 con el derrocamiento de Yanukovich no era sino una agresión a cámara lenta de Occidente contra Rusia. ¿Estados Unidos y la Unión Europea, en este panorama que tan bien has explicado, qué papel podrán jugar, o debemos jugar? Vamos a entrar en un periodo de Guerra Fría, de consecuencias imprevisibles. Rusia no va a parar en convertir Ucrania en el campo de batalla contra Occidente, eso ya está logrado. Ellos van a seguir tratando de desestabilizar a aquellos países que formaron parte de la Unión Soviética. No van a invadirlos porque eso sería llevar el mundo al apocalipsis, eso sería la confrontación con la OTAN, los países del Báltico y Polonia forman parte de la OTAN, Rumanía forma parte de la OTAN, Hungría, la Republica Checa y la República Eslovaca forman parte de la OTAN. No se puede volver el reloj de la historia atrás, pero no significa que la guerra híbrida no vaya a practicarse en estos países. A mí me parecía de una ingenuidad extraordinaria cuando muchos analistas decían que lo de Ucrania va a ser a una guerra híbrida. No, ha sido una guerra convencional, una guerra de reocupación de territorio a la que sumaron estrategias de guerra híbrida, es evidente. Pero esto no para ahí, los rusos conocen muy bien las debilidades de Occidente. No olvidemos que tenían el espantoso departamento 13 del KGB del primer directorio, que se dedicaba a la captación de elementos antioccidentales en Occidente, y que muchos eran por dinero, otros por convicción, y los utilizaban con una convicción extraordinaria y eso lo van a seguir haciendo ahora. No olvidemos, además, que hoy existe un elemento distinto ideológico en la Europa de hoy, y es la extrema derecha de algunos países, no de todos, en los que son fronterizos con la Rusia actual, esa extrema derecha es antirrusa, pero esa extrema derecha es de otras partes de Europa, sobre todo, de Europa occidental, y esa es laxa o prorrusa. Seamos muy claros. Muchas veces he oído hablar, de labios de gentes, de la derecha dura y de la extrema derecha europea decir que Putin es el único baluarte defensor de los valores cristianos y europeos de Europa. Lo cual no deja de ser un verdadero dislate. Ahí también coindicen justamente las fuerzas extremas izquierdas que también son prorrusas, por nostalgia o porque en efecto el sucesor del departamento 13 está haciendo muy bien su trabajo y en este momento no solo tiene los aliados de la extrema izquierda de la Guerra Fría, sino que también, tiene aliados de la extrema derecha en Occidente. es un panorama extraordinariamente preocupante. Are Russian forces getting ready for war in Ukraine? That is certainly the fear among Western leaders and in Ukraine.
It was only seven years ago that Russia seized part of southern Ukraine and backed separatists who started a conflict in large areas of the east. Russia is threatening military measures and the US says if it invades then it will hit back with sanctions on an unprecedented scale, so what is going on? Where is Ukraine? Ukraine shares borders with both the EU and Russia, but as a former Soviet republic it has deep social and cultural ties with Russia and Russian is widely spoken there. Russia has long resisted Ukraine's move towards European institutions. When Ukrainians deposed their pro-Russian president in 2014, Russia seized and then annexed the southern Crimean Peninsula from Ukraine and Russian-backed separatists captured large swathes of Ukraine's two eastern regions collectively known as the Donbas. Moscow is now demanding guarantees that its neighbor will never join Nato, the Western alliance. Is there a real threat of invasion? That conflict in the east continues to this day. Ukraine says Russia has sent tanks, artillery and snipers to the front in rebel-held areas. But it is the Russian forces beyond the Ukrainian border that are of most concern, and Western intelligence services believe they number up to 100,000. There is no sense of an imminent threat - or that Russia's President Vladimir Putin has decided on invasion. But he has spoken of "appropriate retaliatory military-technical measures" if what he calls the West's aggressive approach continues. Russian Deputy Foreign Minister Sergei Ryabkov has warned that tensions could lead to a situation similar to the 1962 Cuban missile crisis, when the US and Soviet Union came close to nuclear conflict. Western intelligence services as well as Ukraine's think an incursion or invasion could happen sometime in early 2022. "The most likely time to reach readiness for escalation will be the end of January," says Ukrainian Defense Minister Oleksiy Reznikov. US intelligence says as many as 175,000 Russian troops could become involved as early as January, and CIA Director William Burns believes President Putin "is putting the Russian military, the Russian security services in a place where they could act in a pretty sweeping way". It could just be posturing in an attempt to get Nato away from Russia's back yard. We've been here before, in April this year, and that time Russia shrugged off smaller-scale troop movements as exercises and then pulled back (although some experts suggest it was only a partial pullback). No obvious concessions were made. President Joe Biden and Mr Putin had a video call on 7 December in a bid to lower tensions, but there is little sign of that yet. What does Russia say? Russia initially described satellite photos showing troop build-ups in Crimea and not far from eastern Ukraine as alarmist. Armed forces chief Valery Gerasimov even said "information circulating in the media about the alleged impending Russian invasion of Ukraine is a lie". But President Putin has since threatened to "take adequate military-technical response measures and react harshly to unfriendly steps". Moscow has accused Ukraine of building up half its army - some 125,000 people - in the east, alleging that Kyiv is planning to attack areas controlled by Russian-backed separatists. Ukraine says that is nothing short of "propaganda nonsense" to cover up for Russia's own plans. Russia also accuses Nato countries of "pumping" Ukraine with weapons. Accusing the US of stoking tensions, Mr Putin said Russia had "nowhere further to retreat to - do they think we'll just sit idly by?" Russia's counter-claim could become a justification for military action. Vladimir Dzhabarov, number two on Russia's Federation Council's international affairs committee, said in early December some 500,000 Ukrainians in the rebel-held areas now had Russian passports. If rebel leaders appealed for Russian help, "of course, we cannot abandon our compatriots", he said. What does Russia want? President Putin has warned the West not to cross Russia's "red lines" on Ukraine. So what are those red lines? One of them is stopping Nato's expansion any further to the east, which includes Ukraine and Georgia. Russia also wants Nato to abandon military activity in Eastern Europe, which would mean pulling out its combat units from Poland and the Baltic republics of Estonia, Latvia and Lithuania, and not deploying missiles in countries such as Poland and Romania. In short it wants Nato to return to its pre-1997 borders. Mr Putin says Russia is aiming to avoid bloodshed and find a diplomatic way out, but that kind of demand is bound to fall flat. Russia is already concerned by Ukraine's deployment of Turkish drones against Russian-backed forces in eastern Ukraine and Western military exercises in the Black Sea. US military support for Kyiv, in Mr Putin's eyes, is taking place "at the doorstep of our house". Back in July 2021, the Russian leader published a lengthy account on the Kremlin website, calling Russians and Ukrainians "one nation" and labelling Ukraine's current leaders as running an "anti-Russian project". Russia is also frustrated that the 2015 Minsk peace deal aimed at halting the conflict in eastern Ukraine is far from being fulfilled. There are still no arrangements for independently monitored elections in the separatist regions. Russia denies accusations that it is part of the lingering conflict. How is Nato helping Ukraine? Nato's Western military alliance is defensive and its secretary general, Jens Stoltenberg, has made clear that any military support is purely along those lines. The UK is set to help Ukraine build two naval bases, at Ochakiv on the Black Sea, and at Berdyansk on the Sea of Azov. US anti-tank Javelin missiles have also been sent to Ukraine and two US Coast Guard patrol boats have been given to the navy. While Russia is adamant it will not allow Ukraine to join Nato, Ukrainian President Volodymyr Zelensky is looking for a clear timeline from the alliance. "It is up to Ukraine and 30 [Nato] allies to decide when Ukraine is ready to join the alliance," Mr Stoltenberg has said. Russia has "no veto, no right to interfere in that process". How far will the West go for Ukraine? The US has made clear it is committed to helping Ukraine defend its "sovereign territory". President Biden spoke of imposing measures "like none he's ever seen" if Ukraine was attacked. But he also stressed that deploying US troops unilaterally was "not on the table". Ukraine says it is prepared to defend itself alone. "We will be fighting this war by ourselves," said Foreign Minister Dmytro Kuleba. So even if the US refuses to recognize Russia's "red lines" on Ukraine joining Nato or anything else, how far will its "strong economic and other measures" go to help Kyiv? The biggest tools in the West's armoury appear to be sanctions and supporting the Ukrainian military. UK Foreign Office minister Vicky Ford has said that British officials are considering an extension of defensive support. As for economic measures, the biggest tool could be threatening to disconnect Russia's banking system from the international Swift payment system. That has always been seen very much as a last resort, but Latvia has said it would send a strong message to Moscow. Another key threat is to prevent the opening of Russia's Nord Stream 2 gas pipeline in Germany, and approval for that is currently being decided by Germany's energy regulator. Germany Foreign Minister Annalena Baerbock has made clear if there is any further Russian escalation then "this gas pipeline could not come into service". There could also be measures targeting Russia's RDIF sovereign wealth fund or restrictions on banks converting roubles into foreign currency. The G7 group of wealthy democracies has warned Russia of "massive consequences and severe cost" in response to further action against Ukraine. El ministro de Exteriores, Miguel Ángel Moratinos, presentó ayer documentación en el Congreso de los Diputados para rechazar la acusación del PP de que su colega británico, Jack Straw, "le coló un gol" sobre Gibraltar cuando se reunieron en Madrid el 27 de octubre. El símil futbolístico fue utilizado, en efecto, por el portavoz popular de Exteriores en el Congreso, Gustavo de Arístegui, para denunciar que el comunicado conjunto publicado por los ministros incluía una referencia a la Constitución gibraltareña de 1969, lo que implicaría una "cesión" española inaceptable e incompatible con el rechazo del valor institucional de dicha carta que siempre ha mantenido España, según De Arístegui. Respondiendo a la pregunta formulada en este mismo sentido por otro diputado popular, Francisco Ricomá, el ministro de Exteriores demostró que menciones similares de la Constitución fueron incluidas en documentos previos esenciales de la historia de estas negociaciones, y en concreto en la llamada Declaración de Bruselas, un texto de 1984 en el que el Reino Unido se avino a negociar por primera vez con España el futuro de la soberanía de Gibraltar. Scam Aristegui resigned following news that he had allegedly received illegal corporate kickbacks from Spanish companies working in developing countries and sent money all the way up to senior Spanish politicians.
